Projects

Industry Partnership Program (IPP)

TDTSA is working in collaboration with The Australian Fisheries Academy, the SA Branch of the Maritime Union of South Australia on an Industry Partnership Program (IPP) to provide up-skilling training to Stevedores and Dock workers. The (IPP) program is funded by the Department of Further Education, Employment, Science and Training (DFEEST) of the South Australian Government.

The global economic downturn has had a serious effect on the volumes of goods being imported and exported through the Port of Adelaide. This reduction in the movement of goods has adversely affected the stevedoring and dock working industries.

The project will provide up-skilling including STCW95 training; the basic qualification required to “go to sea”. Other up-skilling will also be offered. The training to be undertaken is a first for South Australia, previously training of this nature was only available interstate.

Skills such as STCW95 will allow the project participants to undertake different work roles while being retained within the industry.

The Productivity Places Program (PPP’s)

The Productivity Places Program (PPP) is an initiative from the Australian Government; ‘Skilling Australia for the Future’. PPPs are designed to provide training places for jobseekers (PPP) and existing workers (PPP), enabling them to undertake training from a Certificate I, all the way to the Advanced Diploma level. PPP’s are 100% funded by the government while existing worker PPPs receive 90% of the total cost of training courses. The PPPs (both jobseeker and existing) will deliver approximately 630,000 training places across all industry sectors over the next 5 years.

  • TDTSA is currently managing an existing worker program for 50 workers across a number of organisations and sectors of the industry. 
  • TDTSA will also be managing a number of PPPs for both existing and jobseekers in the later half of 2009.
  • The next funding round for existing worker PPPs commences in July 2009.

Labour Market Adjustment – Project Rebound

The Labour Market Adjustment Initiative was established as the SA Government’s rapid response unit to support retrenched workers from the automotive manufacturing industry following the announcement of the closure of the Mitsubishi Motors Plant in Adelaide. Eligible suppliers to the Industry are also given access to support at the discretion of the State Government.

TDTSA recently completed a number of re-training programs for re-trenched Mitsubishi Motors employees. The projects included up-skilling workers with Heavy Vehicle and other licenses aswell as other useful skills and competencies to enable them to seek work in the Road Transport Sector. Another project involved re-training ex Mitsubishi workers to become Integrated Ratings or “seafarers”, enabling the workers to gain employment in the Maritime Industry. This particular initiative was recently featured on the ABC “Stateline” program. Cadetships

TDTSA is partnering with TDT Victoria to pilot a Cadetship program in 2009. The Cadetship program is targeted at students who finished year 12 or within the last two years and are interested in careers in Management. This program is not about truck drivers!! Cadets are employed by industry and will complete a Diploma of Logistics in two years. Currently there are 14 cadets participating in the pilot Cadetship program in metropolitan Melbourne. This initiative is funded by the Australian Government Department of Education, Employment and Workplace Relations (DEEWR) under the Alternative Pathways program.

During the two years the Cadets rotate through the business to gain appreciation of all facets of the business. Cadets are released for four study blocks per year; the blocks are two weeks long. All training is supporting the type of role the cadet undertakes in the workplace. It is an excellent opportunity for industry to recruit future managers and succession plan and for young people to get a great start in a great career.

Succession Planning

TDTSA recently completed an exciting project based around Succession Planning. A successon plan is the internal process within a company that focuses on attracting, retaining and ensuring a smooth transition of staff into new work roles within a company by providing them with ongoing training and opportunities for career advancement. Succession planning focuses on placing the right person in the right place at every level of the business unit.  The project worked closely with companies in transport and allied industries to pilot effective recruitment and succession planning strategies for young employees.

Materials and templates have been documented for:

  • Recruitment of young and mature people
  • Staff mentoring skills
  • Succession planning
  • Performance reviews

Manual and Mechanical Handling Techniques For The Maritime Industry

TDTSA has assisted the Maritime Union of Australia (MUA) with the development of a new employee pocket guide for OHS and Manual Handling. The guide contains valuable information about safety on the waterfront in an easy to read format and will be distributed nationally. Implementation of Employee OHS Skilling Programs Within the Road Freight And Bus Industry.

This project is being undertaken in partnership with the Transport Workers Union SA/NT Branch who have surveyed a sample of employees across a number of road transport freight and bus enterprises and identified OHS training needs. A three year strategic plan for the implementation of OHS training programs has been documented and placed on the TWU web site. The plan has been endorsed by the Industry OHS Steering group. The three year OHS implementation plan has timelines and strategies for metropolitan and regional OHS transport worker training. The plan is inclusive and targets a wide range of road freight employees eg; waste, furniture, bus, refrigerated, tanker employees.

Lean Logistics in Warehousing and Storage

TDTSA is engaged in developing a proposal involving LEAN logistics training. This proposal will involve a number of key Transport & Logistics companies involved in both Road and Rail Transport. TDTSA will project manage a number of LEAN training/up-skilling programs for warehouse workers across these companies as well as train approximately 20 new entrants to the industry in LEAN practices

Workforce Development Program for the Forestry and Transport Industry in the Limestone Coast region of South Australia

This Project commenced in June 2006, and was jointly funded by the Department Education Employment and Workplace Relations (DEEWR) and the Department of Future Education Employment Science and Training (DFEEST) along with significant contributions by industry.

The project has been managed jointly by the Limestone Coast Regional Development Board (LCRDB) and (TDTSA). Career promotional activities have been undertaken as part of this project particularly focusing on the school system, this included discussions with the three Mt Gambier High Schools regarding the establishment of a VET in Schools program for Transport operators.

Additionally, a Transport and Log haulier job and person specification was developed and distributed for validation by key industry stakeholders within the transport industries. The Logging Investigation & Training Association (LITA) modified and used the recruitment checklist for the selection of new entrants into the pilot training program.

Pilot training programs for drivers and log felling that are flexible in their delivery methodology and that include recognition of prior learning (RPL) strategies have commenced.

Strategies For Addressing The Attraction, Training And Retention Of Heavy Vehicle Drivers For SA For The Future of SA Freight Taskforce

TDTSA has prepared a paper for the SA Taskforce and identified a number of strategies, from a wide range of issues that currently affect the attraction of Heavy Vehicle Drivers. The issues have been drawn from three major sources:

  1. The 2007 Environmental Scan on the Transport Industry in Australia reported by Transport and Logistics Industry Skills Council.
  2. The Senate Standing Committee on Employment, Workplace relations and Education Workforce Challenges in the Transport Industry August 2007.
  3. Transport SA Strategic Plan 2006 -2008 Transport Distribution Training SA.

The issues affecting the attraction and retention of a Heavy Vehicle Driver were identified and categorised into four groups:

  1. Driver
  2. Industry and Employer
  3. Education and Training
  4. Legislation and Community

TDTSA’s Involvement with the Taskforce will be on going.

TDTSA Continues To Work On The Following

Career Pathways/VET

TDTSA continues to work closely with peak bodies and stakeholders across Career Pathway and VET information. The Project Manager is currently developing 2 proposals in collaboration with SAFC for submission to TLISC for funding. These proposals will seek to develop tailored, SA specific resources. A further submission for funding will be made to assist TDTSA in attending more regional careers events as well as enabling TDTSA to work closer with RICAs, LCPs and SA Works in the Regions.

RICAs & SA WORKS

TDTSA recently attended both the RICA and SA Works network meetings and looks forward to greater co-operation between ISBs and these organisations. TDTSA has been involved in RICA sponsored video conferences with Regional Schools (Upper Spencer Gulf and Yorke Peninsula) and will work with Service Skills to develop an on-line central point of contact for all ISBs, RICAs, DFEEST Departments, LCPs, NICAs, Transition Brokers, etc etc.

TDTSA has hosted two workshops in conjuction with the Transport and Logistics Industry Skills Council (TLISC) as part of the continuous improvement process for the Rail Training Packages.
